EQUAL OPPORTUNITIES

292
Harassment Complaints Database: Union Policy
Branches are reminded of the CWU's stance on dealing with bullying and harassment cases. A bullying and harassment complaints database is held in the Equal Opportunities Department.
Branches are encouraged to utilise the HCD1 form to record allegations of bullying and harassment made by CWU members. Information concerning the HCD1 form can be found on the CWU website under the Equal Opportunities section.
We appreciate that this will add to an already busy work schedule but it is essential that, as a union, we instil confidence in our members that our zero tolerance policy on bullying and harassment is followed up with action and not just words.
The data that comes through to headquarters will be vital in enabling us to analyse and identify any problem patterns which may exist and we can flag these accordingly.
We extend our appreciation to all those branches who consistently comply with this request and look forward to the co-operation of all branches in this matter.
Any queries in relation to this paragraph should be addressed to Linda Roy, National Equality Office.

293
Mandatory Equality & Diversity Training
Branch secretaries are requested to ensure that any person in their branch who has CWU representative responsibilities and has not yet completed their mandatory equality & diversity training are enrolled in the courses that are planned throughout the regions in the forthcoming months.
All reps must do the training - this includes divisional reps, area reps, unit reps and branch officers. For clarification on dates please contact your regional secretary. The training has been running now for over three years and there are still a substantial number of reps who have not completed the training.
Your co-operation in this matter is greatly appreciated.

BTI&D Voice Team
The End to End Voice test team recently moved into the ex-BTI&D Voice as part of a wider organisational change to drive closer working and enabling the introduction of test driven development and test automation to realise operational efficiencies.
As part of this move, management further reviewed the workstack for the remainder of this financial year against the number of people within the team.
As a result of this review and the introduction of test automation, management have declared there is insufficient work to maintain the current team size of 62 people.
Management are in the process of reviewing a number of roles with a view to achieving a number of reductions during Q3 and early Q4 and the plan is to reduce the team by 10 FTE in total.
Whilst management have been going through the review, two new opportunities have happened in the team; one being an in-source opportunity that has been identified by the team themselves and secondly a role change for one individual to fill a vacancy in one of the existing Voice teams. Management will not backfill these posts which has enabled two of the efficiencies to be claimed.
Management remain committed to further in-sourcing of work where this is financially viable, and are also exploring other opportunities both within and outside the Voice unit to pre-deploy people into new work wherever possible.
The outline plan is set out in Table 1 detailing the scope of people affected and the number of reductions planned in each phase. Where positive selection is required in order to achieve the savings management will use the standard BTI&D selection guidelines.

Table 1

Phase Scope & people numbers NRF reductions Team member reductions Completion date

1 Reduction in work and introduction of
test automation. Total of 8 people
impacted of which, 5 are team members
and 3 new reward framework. 2 3* 14/11/12

2 Integration of test teams into existing Voice
teams enabling consolidation of management
roles. Total of 5 impacted people in the
new reward framework. 2 N/A 01/12/12

3 Reduction in work and introduction of
test automation (if required). TBC TBC 01/01/13

* One individual will take up a new role to fill a vacancy within the existing Voice team.

If alternative work is not found by the completion dates above then those people will move to the transition centre where they will be fully supported to find a new role elsewhere in the business.
Additionally, management have also put in place a limited paid leaver scheme to provide an opportunity, where operationally possible, for people to leave BT. The take up of which may influence the overall plan and numbers.

Wednesday 6 March 2013: Will we ever Get Back to Normal Bargaining on Pay and Inflation? 09:00 to 16:15 at Congress House. In recent years, pay rises have rarely matched the inflation rate and some people have even said we are now in a "new normal" of pay freezes and low rises. The 2013 TUC - Incomes Data Services forum on pay bargaining will address a number of questions: Will we ever get back to normal bargaining on pay and inflation? Does this depend on a return to economic growth? What will be the effect of lower inflation in 2013? Booking will soon begin through the IDS website; in the meantime, please note the date for your diary. This conference will offer an opportunity for negotiators and research officers to attend at a fraction of the fee normally charged for such events.
